i know little about web design. i've found an invaluable resource for both reference and learning at W3 schools.

they have tutorials as well as a sweet code learning section that allows you to edit code in your browser to see the effects it has on the finished page, which is handy (no saving and reopening to see changes.)
also, if you can get yourself a copy of Dreamweaver, it is pretty much the best tool for doing this type of work! do you have any HTML experience, o will you be learning HTML as you go? also, what type of site do you want to make (static content/online store/portfolio)?
Open-source content management systems are a great way to build a website that has full customization (ie not "preformatted") but is based on back-end architecture that is community supported and well designed.
For example: wordpress, joomla, drupal. there are others that are even easier for doing something simple like an artist portfolio.
arloartists.com for portfolio. not super raw, but super easy to use, sharp, and exceedingly customizable.
